i think the message portrayed in this image is the reaction of white people when a minority group is having a peaceful protest, the precautions taken buy the white people is far too drastic, but because the minority group is seen as dangerous people this is how the white people in government power decided to react.
The textual element that stands out the most is symbolism, the signs the men are holding are very powerful in a way that they are trying to voice an opinion even though they are seen as inferior and not many will listen. The signs represent who they are, and that is the same as everyone else
